[K3CAL] Skywarn Basics Class

Hoping we can start having these regularly but not sure when another one
will happen. We go through Calvert Emergency Management to set them up and
it depends on availability of NWS staff to teach it and they're schedule.

If you go to NWS Baltimore Washington Forecast Office's home page and
scroll down and click on Skywarn, the schedule of current classes will come
up.
