[K3CAL] 440 Lusby 444.950 repeater changes

The 444.950 70cm K3CAL repeater located in Lusby-Apeal has been adjusted to make it easier to operate.

The short squelch tail has been lengthened to make it easier to identify that the repeater is on the air. This also provides an audiable indication that a transmission made it into the receiver.

The 444.950 repeater has great coverage. Especially for those who live South of Prince Fredrick. Feel free to key it up and strike up a conversation with someone on the air. With the 145.350 off the air, this K3CAL 70cm repeater offers folks a place to chat.
