[K3CAL] DMR change

For those who have the Trappe repeater in your codeplugs, SMD 311618 
group has been moved to TS1 and is now a fulltime talkgroup. This makes 
4 repeaters with Southern Maryland fulltime, Mechanicsville (Oakville), 
Sunderland, Trappe and Upper Marlboro. News is posted on 
http://delmarvadmr.com the spreadsheets have not yet been updated.
