While I fully agree with Dave regarding taking great care in what we say over the radio during an emergency situation, based on the very thin connection with ham radio in this news report, I do reject the underlying assumption that ham radio was a causative factor in this tragedy.
There are plenty of documented cases of professional communicators (police, fire, air traffic control) making an erroneous or unclear statements. Plus add the possibility that the phrase "51 percent contained" was in reference to another area all together but confused with the Bear fire due to interference or stations stepping on each other.
