The one photo is indeed a shot of the waterfall display on a fellow's 2M receiver located on one of the islands on the west of Scotland.
He was tuned to the Graves space surveillance radar in France which operates at 143.050 MHz. So it does seem possible to use these satellites as passive reflectors for VHF and maybe UHF signals, but probably would need to use Joe Taylor's weak signal software (the Graves radar operates at megawatts of power).
