The Amateur Radio Parity Act ( relief from HOA's for antennas) failed in the Senate due to just ONE person's opinion despite thousands of supporting letters and bi-partisan support in the House.

The bill has been re-introduced this month. The link below discusses this along with Senator Nelson's objections to the Bill. I would strongly disagree with the Senator's statement "...privately-negotiated covenants and restrictions that have been entered into freely by the persons who voluntarily chose to live in those communities." 

It's not a case of "entered into freely" because it's next to impossible to find property that doesn't have restrictive HOA's attached. Maybe somewhere in west Texas, Nevada or western Utah.
