It was put in the one-year plan as I want the plans to be comprehensive.
 Since that is work that still needs to be done I put it in the plan
with the other stuff that people had suggested.  Obviously, that work
doesn't need to be approved since it has already been approved.  Going
forward it's likely we'll add other things to the plan that will need
approval.  Those will be added to the plan as well.
