Stop, you're wrong.  Both the digipeater and the linking were parts of
the original, approved plan as funded.

If I'm not mistaken, Jim (and others) would prefer I focus on the
linking of the two repeaters.  I have no problem with this although the
equipment for the digipeater may already be available and would be
plug-and-play to get up and running.
