Eric,
As Bill stated above, it does not say in the bylaws section that you quoted that the president has the authority to disband a committee at his or her whim.
Again, not trying to be negative or derisive here. I'm saying that I just don't think you know exactly what you're doing or how this stuff works.

Other committees may be established as the president Wishes and those and only those committees maybe disbanded once their Duty's, obligations, purpose has been fulfilled.
