A 1200 baud packet network seems like a good first step.
I have a MFJ-1270 with a Kenwood TM-231 that I could put on the air as a test setup/temporary digipeater. I would want to use my own call sign, but would leave the digipeater open for any ham to use. Also, I would hope that a more permanent plan would be developed shortly after this project was stated.

Well, we've had that capability for a while with the APRS digipeater up.
I wish it had more local use...
