You can contact the Anne Arundel Radio Club and they have been know to make special arrangements for testing.
When I was part of that team we made a special trip to test a blind person and went to La Plata Maryland to test a group of folks who just finished a technician class.

Part 97 : Sec. 97.509 Administering VE requirements

(d) No VE may administer an examination to his or her spouse, children, grandchildren, stepchildren, parents, grandparents, stepparents, brothers, sisters, stepbrothers, stepsisters, aunts, uncles, nieces, nephews, and in-laws.

It depends which VEC being used. With Laurel you just fill out a form and it can be done the day of the test. ARRL has a open book review you do and send to them, they send a certificate back in 3 weeks or so.

The qualifications are basically that your license be current, never been suspended or revoked, and that you be over 18 years of age. Reference: http://www.arrl.org/ve-manual

I'm not as familiar with the ARRL operations, but the LARC uses teams and the test has to be under the auspices of a team leader.

What is involved in becoming a VEC?

I already have my extra class license, but would need to get my VEC before I could help.

Although I am Extra Class and certified as ARRL / LARC VE I can not
help out on this testing. My brother, W3PQS will be taking
the test (I hope) and therefore, it disqualifies me as a participating VE.

We need three (at least) Extra-class VEs for a VE session to be held on
the last night of the Extra Class class to be held on June 2nd. If you
are available (and meet the qualifications) please let me know.

Thanks,
