Tom,
The R9 is a bit top heavy and has a lot of "stuff" near the top to catch the wind. I'd recommend some guys or a support off that balcony. Search R9 vertical on YouTube for some videos.
I tend to agree with Brian....3ft deep and 1.5 to 2 ft in diameter. Depth is more important than diameter in the case because it's overturning moments and not weight that you are trying to resist.
Also recommend a stout mast. Water pipe steel probably not good enough unless you have guys. The R9 manual has the minimum and maximum mast diameter for the antenna.

Thanks for the insight and responses.
I agree with the 36 inch depth for a frost line and was also thinking 24
inches was about right.
Off the Home Depot for sakrete and pipes, now that I know what I need.
