[K3CAL] Band plan modifications

Note that adding the some of the new privileges for Technician, like data and RTTY on 80M, will require FCC approval, not just ARRL decisions.   That said, I think it would be a good idea.

ARRL is asking for input from members about their proposed bandplan 
changes. The article is at

with a link at the bottom of the page to actually place a comment. This 
plan does add some HF data for Technician licensees on 80  and 15 meters.
