All this is an interesting little video, for real time tracking. Seems to me the program would work on android tablets as well as android phones.....and as he states the phone doesn't have to be active, just wifi so you can download program from store.
Would not require internet to beacon and receive beacons as they are rf via the HT.
Havent seen the program, but it may do messaging text !?!? That would make it more than just a tracker!

Everyone should grab one of these HTs while they are still cheeeeeeeap! Can do slow scan tv with a $9.00 module and phone.
