Attached is the Playbook that Jim/WB3KAS wrote concerning this year's SET.
You might noticed this is one the finest SET events we have experience in
the MDC Section. Jim and Wanda/KA3AHI have done an exceptional work
planning and putting this event together to include so many Maryland
jurisdictions. This is unprecedented from other SETS in the past.
Shawn/N3AE, CALV AEC, will be the focal point for this exercise. Please
direct inquiries to Shawn. I will be working on Saturday during SET
therefore be out of the picture.
Hope many of our members will participate! We read about hams in various
parts of the country such as in Colorado, California, states along the Gulf
often helping their fellow citizens using their ham radio equipment and
skills for EmComms. Event such as today at the Navy Yard are a reminder how
fast and quick a situation can develop in our area. Thank goodness this
event was an isolated incident contained to a specific area not requiring
communications support.
We need to practice our with our equipment and skillset often to be prepared
when called upon. Not "if" called upon. Please practice often and ask
follow hams to join our ARES group. SET 2013 training and RMS Express
hands-on training will on the agenda at Tuesday's CALV ARES Meeting held at
Phillips House in PF at 7:30 PM.(L)

Subject: 2013 MDC Section SET Player's Handbook
Down to the wire but delivered as promised.
The Plan I kept referring to in the past is now a Player's Handbook. I have
tried to think of everything I would need to know about operating in an
exercise. There are a few things I left out that I felt really didn't
belong in the document.
This not a "how to" document. It is not intended to tell you how to do the
job. We as 'hams' are good at coming up with ingenious ways to the traffic
from point A to point B.
Before I forget. Print many pages of the Activity Log form found on page 18
and take it with you to your deployment site.
After the first draft, I realized I had crossed the TMI boundary. Too Much
Information. Even then, I could have included more than what I wanted to.
So, what you have is the minimum information I feel necessary for you to
carry out the mission. You may ask, well about. . .? That's you cue to ask
the question during the exercise.
On that line, I have deliberately omitted information to get you to "think
outside the box." Keep in mind, no plan can cover every possible event
scenario type. But this kind of training for us will help us to zero in on
making things a little easier for all of us when the real incident takes
place.
And that happened this morning at 0820 at the Washington Navy Yard.
tnx es 73, de
Jim
