[K3CAL] Addtions to the newsletter

In the Association OSO section I had forgoten that CARA's new by-laws added a fifth postion to the executive board. This position called Director was also elected at the November general meeting. Ron Byzet - WA4PRR will act as Director for 2013.
 
In the RACES section I had negelected to mention that the EOC and the Huntingtown Shelter were active for a short period of time on Sunday Oct 28th. Back up emergemcy communication was supported by Elaine Bailey - N3PQW at Huntingtown High School during this time.
