These statements border on ridicules. Lets get back to the mater at hand.
You cant even compare an all volunteer fire department with a paid county
fire department (Montgomery County).
But if North Beach want a pumper and they can finance it I know of no County
regulation telling them they have to have a ladder truck. Montgomery is a
different animal. But what has this got to do with Ham Radio?

Good example.
(I am 100% on what can be done pr not by done by members of the fire
department)
1. The fire department cannot do whatever they would like to do. There are
restrictions For example; they cannot buy Pumper Truck if they are
required to have a Ladder Truck.
The members cannot hire a stripper as they did at the Silver Spring Fire
Department did years ago which the Chief had to resign.
Some places have more than one club in their county but only one RO. Since
CARA has been on government property since 1954 and associated with
R.A.C.E.S. the entire time our RO has always has final say so in CARA
dealings. If the repeater were located on someone's property providing
space and electricity then the landowner would have expectations from the
club. Calvert County government has expectations that we be a prepared
R.A.C.E.S. group. And the job of the RO is ensure we do. Move off the
property if having the RO is an issue. The RO is the person in charge just
like the fire department Chief.
