To follow up on my previous question, I found the calibration resistor 
inside the PA Grid/Modulator current meter had been damaged by 
overcurrent at some point, causing about 1/3 of the resistance wire to 
be charred and probably shorted turn to turn - it disintegrated when I 
unwound it.   The purpose of this resistor is to make each meter 
consistent - 5ma FS with 20 ohms internal resistance.  I replaced it 
with a couple of resistors in series to meet the original specs.

For anyone who may run into meter problems, the two round meters on the 
Viking Kilowatt are both Triplett 321-PL series (PL as in "plastic 
lens").    This series along with other 321 series meters (which may 
have the same guts) were sold by Allied Radio and others and thus are 
available on eBay and from meter sellers.   Be advised that removing and 
re-installing the clear plastic cover is a frustrating experience!
