No, you've got it right. You always want to make sure the antenna
presents a low SWR, either naturally or by means of your antenna tuner,
before applying high power, because very high voltages can develop and
arc over and create some real headaches.
Since you're using an external power supply, you want to make sure that
the chassis of the amplifier and the power supply are firmly bonded
together before applying AC power. That wire should be the first one
you attach and the last one you remove.
Be careful when powering-up the power supply with just the bleeder load
to be sure you don't exceed the maximum ratings of the filter components.
