[Johnson] Valiant parts change; factory?

Earlier production Valiant transmitters used taps on the wire wound bleeder resistor to set modulator bias and final amplifier bias in SSB mode. If the owner wanted to use a 6N2 transmitter with the Valiant then the system had to be modified to include the pots R61 and R62 so that bias would be independent of final drive level since the final wasn't used with the 6N2, only the power supply and modulator sections were needed. Later production Valiant transmitters including the Valiant 2 used this simpler to adjust two pot scheme.
To the OP, it sounds like you have an earlier production Valiant, probably factory wired, that was partially updated by the owner to the newer system. If it only has one of the pots I would suggest modifying it to add the second pot because now it is "neither fish nor fowl". Probably the previous owner had no plans to operate on SSB so he ignored that part of the update which is very poor practice.
