Hi Brian,
Some years ago I had occasion to correspond with an engineer at the Hammond Mfg. Co., in Guelph, Ontario, on the matter of ensuring that ALL moisture was OUT of an open-framed transformer BEFORE the application of any working voltage...
As I recall, he recommended "baking" the transformer in an ordinary convection oven at some 250-degrees F for about 2 - 3 hours, or so, to ensure that all water / dampness had escaped the unit...
The only downside to this methodology would be one's XYL, Hi Hi. For some reason, wives simply do not, or CAN not, "...get it"!
