[Johnson] Viking II: Fuse blows when plate switch turned on (key up)

Check ceramic disc caps at the base of the RF choke in the PA (there are 2 rated @ 3 KV). One of mine was shorted and showed the same symptoms.

Would appreciate any advice about where to begin troubleshooting. Unit fuse blows immediately when plate switch is turned on with key open.
