I had similar problem with one, I replaced all caps with snubber caps I got from Mouser. This worked somewhat and would have fixed the problem but one of the 6146's was no good at RF frequencies. The thing checked good on a Hickok 539B tester, then I checked em on a model 800 and they checked good. But they are tested with a 60 cycle frequency on tube not RF. I scratched my head for a long time before finding this by substitution of tubes. Never trust a tube tester completely, substitution won't tell a lie. If you do not have extras use only one at a time and see how it works. Check to be sure you have the caps in correctly as they are from 150PF to 1200PF I believe and are switched in circuit in order. Check to be sure that there is proper wipe on switch contacts, check to be sure no unwanted grounds are there. Also check the screen grid bypass cap and voltage. Keep plugging away and you will get problem. Good luck.
