Make sure the caps C8 and C9 are grounded. The Valiant and Ranger, I believe, variable caps are mounted with insulated washers and then grounded by only a wire passing thru the chassis. Remove these insulating washers mounting the caps and also the insulating washers on the front of the caps for the shaft passing thru the shield. Replace with star washers to make sure this is grounded properly. This long shaft MUST be grounded well. This can cure many weird problems.
