[Johnson] Hustler 5TBV Antenna - HELP!

Hi guys - I am finally finishing assembly of a Hustler 5TBV Antenna
that I inherited from Doc, KD4E about 3 years ago.

I have almost finished putting it together.

However, I found an EXTRA PIECE that is not discussed or described
in the manual as far as I can see!

It looks like a hose clamp with three fins attached, each about 6" long.

Does anyone know what the intended use of this gadget might be?
