[Johnson] Ranger Idling Current

My Ranger draws a little less than 20 ma.  What is your final screen 
voltage?  It should be near zero, held there by the clamp tube.

My guess is you have a poor clamp tube or low/no screen voltage on the clamp 
tube screen.

Just guessing .. but its a place to start looking.
