[Johnson] Ranger problem

I've just received a nice Ranger I. It has a problem as follows:
I tune up successfully on phone.
I close the key and switch to CW. All OK so far - normal readings,  
good output, etc.
I open the key and BAM! the plate meter instantly pins HARD!
The manual suggests there is likely a problem with the clamper tube  
(6AQ5) or its circuitry.

I checked the tube and it seems good.
I checked all the components I could get to (mainly resisters) and  
they check out OK.
I checked the screen resister - its OK.

I have ordered a new 6146 and a new 6AQ5 just to see if that might fix  
the problem.

Any suggestions?
