[Johnson] Valiant Oscillator operating continuously

The reliable Valiant let me know that it is indeed an old transmitter this morning.

The oscillator is running continuously regardless of position of the mode or oscillator switches - HV in off position.  Assume a component is shorting to ground allowing the osc to turn on.  Before I start digging in, can anyone advise the most likely culprit?
