[Johnson] Ranger Grid Block

Do you suppose the Johnson people in there quest to insure reliable 
operation placed the two (2) 15 uf/150 vdc electrolytic capacitors C90a 
and C90b in parallel in the event one went bad the other one would 
insure the grid of the 12AU7 keyer tube would remain negative?  If so, 
do you think with the more reliable capacitors we have today it would be 
safe practice to use a single 30 uf/150 vdc capacitor in their place?
