I have install a new 50W power resistor (R13) and am now able to
adjust the clamper as per the specification.   It now tunes normally!
I get ~130 W into my dummy load and ~95W into my antenna.  Replacing
the resistor restored the bias voltages to the 807s and I now have
modulator current.
I do not have any modulation when blowing into the mic so now I get to
debug the audio chain.  But I am getting close!
Boy does that resistor make a lot of heat.
