If you are talking about the ceramic HC6/U socket that
is on the back of the Ranger this is to provide
voltage for keying the antenna relay.  One side goes
directly to the AC line and the other is switched by
the funciton switch.  However, depending on how the
rig is plugged into the wall socket you can get
voltage between the relay socket and ground even with
the power switch turned off.
