[Johnson] code requirement

What's wrong with maintaining rigorous requirements and letting the hobby
die a slow, respectable death? No change in the rules will change the fact
that it's a dying hobby. Just look at how diluted the rules have become
over the last 20 years. It hasn't done anything to preserve the hobby. To
me, this is better exit than 11 meter type mayhem followed by the hobby's
inevitable demise.
