The BC-211 series frequency meters can be used as a VFO but as has been pointed out because of their design they are not easy to adapt for use as a VFO.  My BC-211 is a very useful piece of test equipment very handy for tuning up some of my vintage rigs, My advice is to just use it for it's intended purpose.  A popular homebrew VFO of the 1950's was to mod' aircraft transmitters. I have a Western Electric BC-696-A transmitter which has be modified to be a VFO for 40, and 80 meters operation with a Central Electronic's 10B SSB exciter. One of the 1625 has been removed and other changes have been made. I have the documentation for this but it doesn't make and since as it is recorded in bits and pieces of scrap paper. Then there are the Meissner Signal shifters, I have not priced any of these VFO's but I would suspect they are getting up there in value. My advice is to just purchase a VFO-122 and be done with it. In the end you will have less heart burn. So many of these Homebrew VFO's where practical because the Military surplus in the '50 and early '60 was so cheap it paid to do this sort of thing. This isn't the case anymore. Some of these dirt cheap devices are now collector items themselves.  It is nice to have the VFO for these good old Viking transmitters but looking at my operations I don't change frequencies very often so I would be just as well off with crystals.
