[Johnson] Valiant Alignment Question

I'm hoping those in the group who have "fiddled" with a Valiant I transmitter from time to time would answer a question related to the alignment of coil L17. On page 10 of the manual, it says to "adjust L17 for maximum grid current" with the VFO @ 7.33 Mhz, Oscillator control on VFO, Mode in CW, Bandswitch on 40m, auxiliary coupling @ 0, drive @ 5 and audio @ 0. Tune EXCITER dial for max grid current. On my rig that's about 7 ma.
Adjusting L17 does nothing to change the grid current. I can run the slug all the way in or out of the coil form with no change in grid current. The meter needle just sits there at around 7 ma. The coil has continuity in its winding, the slug is not broken and does move freely in the coil form.
All the other meter "readings" are within spec and I get about 145 watts of carrier into a dummy load. Am I being concerned about L17 needlessly or is there a circuit problem somewhere. Any suggestions would be GREATLY appreciated. 73, Bill, wd0x
