Technically, a form of amplitude modulation is allowed
on the 60 meter band.  However, that form of AM is
normally called single-sideband!  Remember, that
sideband is a form of AM!

However, most people think of AM as the
double-sideband, carrier present form of modulation. 
But, some of the older SSB rigs when operated on "AM"
actually only put out one sideband plus the carrier. 
It usually "sounds" fine!  But, when one looks for the
"other" sideband it just isn't there!
