[Johnson] 12 meters with the Ranger I?

Where in 47 CFR Part 97 does it say that AM is NOT
allowed on 12 meters?

The chart that is part of 97.305 states

12m  24.93 - 24.99 MHz  Phone, image  (1)(2)

(1) states No angle-modulated emission may have a
modulation index greater than 1 at the highest
modulation frequency.

(2) No non-phone emission shall exceed the bandwidth
of a communications quality phone emission of the same
modulation type.  The total bandwidth of an
independent sideband emission (having B as the first
symbol), or a multiplexed image and phone emission,
shall not exceed that of a communications quality A3E
emission.

Actually the (1) and (2) are part of 97.307 and are
referenced from 97.305.  (1) means that any NBFM
cannot have a deviation greater than the maximum
modulating frequency.  In most rigs these days the
maximum modulation frequency is not greater than 3000
Hz.  Thus, the deviation cannot exceed +/- 3 KHz.

As for AM, it is perfectly legal on 12 meters (as is
FM or PM so long as the modulation index does not
exceed 1)!  The only band which prohibits AM (and CW
and any other mode) is the 60 meter band.
