Figure the normal secondary load, referred back to the primary. Add about 
15 percent for losses. This is about the normal operating current.  Double 
that for fuse size.  Use a slow blow fuse if it blows due to inrush current.

A simpler method is to start with low value fuses, and increase them until 
they blow only sometimes on turn-on. Then increase one size.
