[Johnson] Ranger II FM-ing on 40m Only

Fellows,

I have a factory built Johnson Ranger II that fm's a few hundred cycles 
only on 40 meters.  All of the other bands are stable. Also with a 7.175 
mhz crystal it is stable.  Only in the 40 meter VFO mode does it give me 
this problem.  The transmitter has been recapped and the VFO aligned..  
It fm's with a resonate antenna and also into a dummy load.  Several 
microphones have been used. The input voltage is 110 vac (variac). 

Any ideas?
