[Johnson] Why are equalizing resistors used across filter
capacitors in h.v. power supplies?

Gentlemen: Question; why are voltage equalizing resistors installed across
the filter capacitors in high voltage power supplies?? This seems unnessary
when the power supply has a bleeder resistor? What is the purpose of the
