Joe,
You can use the 75uf cap without losing any sleep over it. Common
electrolytics are typically rated at something like -10 to +100 % of
their marked capacitance. I wouldn't go with the 47uf since it falls
outside the parameters that the designer maybe/probably had in mind at
the time he came up with the 60uf value.
