[Johnson] valiant bias settings

Check to see if they changed the total resistance of the grid leak circuit. They
may have reduced the amount of grid leak bias that is developed by lowering one of
the resistors. They then would make up the difference in total bias required by
raising the fixed bias. Total bias for the final is composed of part grid leak and
part fixed bias.
