Jerry,
Not mentioned, but could this Ranger have the modification for grid
blocked keying?
It just might be lacking in bias voltage to completely block the grids
of the vfo, osc/mult, buffer stages to cutoff enough drive to make the
final amp come up into conduction/operation.
