You sure that the scope you have monitoring the output of the Val is fully shielded? I may put more confidence in something (like a Heathkit SB-610 or Ham monitor scope) to check out the carrier. Sometimes noise can superimpose itself on an oscope signal, causing it to appear noisy or distorted. Otherwise, you can fiddle with the drive control of the Val and check the RF out accordingly. If the signal tends to smooth out, then you may have some biasing problems with the Valiant. Some non-linear action may be occurring as a result of some bad components (bypass cap, something in the supply, who knows?).
