You REALLY need to know the operating RF current.. that is the critical 
specification.  Loading caps often operate at quiet low rf voltage.. the 
variable in the transmitter will give you some idea..if I remember right it 
is not a high voltage "transmitting" type.

The loading cap carries heavy RF current.
