[JMS] James Millen Birth-Death dates. We need his Death and Birth Certificates.

Friends of the James Millen Society: Mr. Millen's Death Certificate will tell
us the exact date and time of his death. That is what we need as an original
certified source. Also, be advised that if Mr. Millen was born in 1904 or
'05, he would have had a "Delayed Certificate of Birth". That is because the
National Birth Certificate Act passed by Congress, I think to the Cencus Act
of circa 1910(?) did not go into effect until 1912. That means his birth
certificate would have been issued after 1912.  Both of my parents had
delayed certificates of birth because they were both born before 1912. My
dad's did not have a birth certificate issued until the early 1940's when he
went to work for a defense contractor in World War Two. His birth state
issued a "Delayed Certificate of Birth". Fortunately, his mom, my paternal
Grandmother was still alive and was able to assist in providing a sworn
affidavidt as proof of the details. My mom had the same problem when she
retired in the mid '70's. She could not qualify for Social Security until her
state of birth issued a delayed certificate. This was when she was in her
mid'60's! The paperwork was a real hastle. Fortunately, her mom(my maternal
Grandmother) was still alive and was able to sign a sworn affadavit certifing
the date and location. She still had to furnish an additional five or six
documents supporting her birth date. She was able to find a 1932 college
transcript that had her birth date and the S.Security Administration accepted
that along with all the other evidence. -73-sherrill

Well I did find the QST obituary in the November 1987 QST page 50.   Not 
much only about 1/4 of one column. However, it still does not give us 
the month-day information.  However, it did indicate he was 82.  Oh oh.  
82 in 1987 gives us a birth year of 1905 or 1904 and not the 1901 
provided on our website.  Considering the time to publish in QST and the 
SK listing being in the October 1987 issue I would think that Jim 
probably passed in the July or August time frame.
