Hi Sherrill,
The Swing Arm is a means of fine tuning used on both Millen VFO's. On
80 meters it might change the VFO frequency by a few KC's and more as
you go down band-by-band. It's connected to a small value variable
cap. Instead of using a standard knob Millen attached it at a 90 degree
angle to the front and attached a arm to it.
If you look at the 90700 VFO at

side of the VFO box and you can see a good view of it on the lower
picture. On the 90711 VFO it's on the right side of the dial slide-rule

It works great to zerobeat a signal or to compensate for any drift.
Although the MIllen VFO's are probably one of the most stable VFO's made.
