Charlie, I'd like clarification of the problem. Do we have 
coordinated repeaters where the trustee is not keeping the IRC 
informed of the status of the repeater? Or is the problem with 
coordinated repeaters that are simply not on the air?

How are other coordinating bodies dealing with "paper repeaters"?
