I have felt the same way since we moved here from California 9-1/2 years
ago. In CA they just send a new sticker. Can renew on-line, etc. Question
is what can we do to get this changed?

Bob I agree 100%
They could probably make a ham plate good for at least 5 years...and just
send out stickers. There really is no need to make a new plate every single
year.
