Indiana Section News for January 2003.
Condolences to the Family and Friends of the following Indiana Amateurs who
became a Silent Key during January: Clarence "Bill" Hessler, 1/05, Columbia
City; John Rinehart WB9SSN, 1/09, Fort Wayne, Walter Ring Sr. W9NPA, former
E.C. Blackford County, Hartford City; Carl R. Ryan KB9CAA, 1/25, Terre
Haute.
They will be missed.
United Technologies Corp(UTC) has just announced a $150,000 three year
national grant for all three levels of the League's ARECC training courses.
This will be a fee reimbursement for all three levels of the EmComm courses.
With this, and other news that is being reported, our Central Division
Director, Dick Isley W9GIG, senses a growing public perception of the value
of
amateur radio emergency communications.  I see this same growing awareness,
also. It just could be that there is a coming renaissance in Amateur Radio.
Lee Kissell K9GPS, Lawrenceburg, reports a renewed interest in Packet
communications. This is a good "secure" form of communications where written
records may be needed during an emergency. Kudos to the Indianapolis
Repeater
Association from Mike Palmer N9FEB, Marion County EC for putting ARES
membership documents in with their annual repeater renewal notices. Mike
just
completed the ARECC EC-002 Intermediate EmComm Course. Mike also reports
than
many Marion Co. hams are practicing Slow-Scan on the 146.97 repeater on
Thursday evenings.
Are you an ARES member? If so, have you given your Emergency Coordinator an
updated ARES Registration Form(FSD-98) in the last two years? This is
especially necessary if you have upgraded your license, added, or removed
equipment from your station, and changed your operating capabilities.
If you haven't heard, FIELD DAY 2003 will be getting a new entry class.
"Class
F" stations will operate at emergency operations centers(EOCs). This change
renews the emphasis on the purpose of Field Day. "Class F" has been
established to encourage groups to test and further their working
relationships with established emergency operations centers. Further

I have been making "heavy" use of E-mail to keep everyone informed of the
proposed legislation about Amateur Radio Antennas, SB109, introduced by
State
Senator Antich. This bill is in committee, and will be discussed February
12th. As information becomes available, I will keep everyone informed.
Meanwhile, PLEASE, contact your State Senator, and let him know that you are
in favor of the proposed legilsation affecting all Indiana amateurs. This
bill
follows PRB-1 with the exception of a 75' height limitation before local
municipalities can regulate amateur radio antennas. Passage of this
legislation will "codify" amateur radio antenna regulations throughout
Indiana.
Indiana Bulletin Manager, Don KA9QWC, has resigned due to severe computer
problems and changing interests. If you are an energetic person who is
