[ILQSO] 60 meters? WARC or not? Prohibited in ILQP but not NYQP?

I am aware that the ILQSO party rules state "Bands: 160 through 2 
meters, excluding WARC bands (60, 30, 17 and 12 meters)"

I was watching the "Northeast Ham Radio Lives tream -

There is a discussion about the NYQP not explicitly prohibiting 60 
meters, and a statement that "60m is not a WARC band". I won't be 
operating 60, but now I am curious if this is something that should be 
reviewed in the ILQP rules?
